The turbo doesn't help much on the bottom end so there's more going on. Can you find the source of the whoosing? There'll likely be an oil leak or soot where it's leaking.

Loose ALDA is probably a good thing if power is an issue. How about removing the ALDA for now to see if you find the power you're missing?
