Ari,

The two o-rings, as Benzmac said are for the center bolt that holds the filter to the housing. There are notches on the bolt where the o-rings go. I also undo the booster line that clips onto the housing to make more room to remove the cannister. Just don't overtighten the bolt or else you'll have leaks. 1/4 turn past tight is satisfactory. Yes, you can fill the filter with Red Line Diesel Catalyst. You'll use the entire bottle to fill the filter up. When you go to crank the car it will crank and start then die, just keep cranking and giving it gas and when it catches keep on the gas and it will smooth out after a few seconds. Good luck!
