If the interior light dims when you put the key to the start position it may be a low battery. If not either the starter circuit is open or the starter itself is.

If you can see the starter terminals shorting across the larger terminal to the smaller one may produce results. Make sure the transmission is in park of neutral first though.

Cleaning battery terminals and treating them should be just general maintenance periodically but not many do it until there is some difficulty.
