Possibly a bad diode in the OVP, yes, otherwise a short or some other problem in one of the loads (EDS, etc.) drawing 10+ Amps causing the fuse to blow. Quickest (not necessarily least expensive) diagnostic is to plug in a known good OVP. You can also remove the OVP and connect it directly to a 12V source; if it still blows fuses it is defective.
