The pad?
Stuck to the metal floor pan on the inside is a 10mm ? tar piece. Paint peeling not a problem here. On the outside, you want to remove any broken undercoating, clean and paint the area. Then you may purchase cheap (aka pep boysautozone etc..) undercoating or you can purchase a Wurth product to duplicate the oirginal appearance-probably with shipping will set you back $15-20.
