Pictures will help. There's no fuel near the VCV so it's likely coming from leaky delivery valves (where the injector lines connect to the IP) or an injector line above the VCV.

The VCV is calibrated so either note exactly its clocking or understand how it's adjusted. IIRC you push the pedal to the floor then twist the VCV clockwise until you feel tension in the internal spring. The bolts don't take much torque into the IP's soft aluminum housing.
