Greg, yes if you don't have vacuum going to the modulator it will definitely shift hard.
You don't say where you pulled the vacuum line off, like coming from the engine or after that valve? You should at least have vacuum going to that valve, i am not sure what it's for either to be honest. Do you see anything going to the valve that would control it? For the time being I would just make sure you get vacuum going direct from a vacuum source to the modulator, that can't be good for the trans.
