I repeat: The VCV is a bleed off valve, aka a leak-off valve.

That means, it is not supposed to HOLD vacuum, it leaks it off. That is the function it serves in the system. This function relates to the transmission and shift quality, not the climate control.

The port on the side should have a rubber elbow (or possibly a rubber elbow with a vacuum tube running from it) that is NOT connected to anything else, and that points under the car.

If that side port IS connected to another part of the vacuum system, then the vacuum lines are messed up, routing-wise.
