Have someone sit in the car, motor off, and press on the throttle pedal slowly all the way to the floor as you watch the movement of the linkages under the hood.

You want to check if the linkage going to the injection pump is actually moving all the way to the full throttle position.

Linkages could be be misadjusted, binding on something, or assembled incorrectly (I have had to fix this twice on cars I purchased).
