This is not a job for novices.
I would recommend having it towed to a dealer.
The cable should be replaced as the ripped seal is part of the cable, so it needs a new cable.
The cable will need to be adjusted after replacement or problems could result in not being able to turn the key, remove the key, or shift the transmission.
The other side of the cable connects to the brake pedal.
The magnet is usually placed in the rear of the pan, there is a square design in the pan that it sits into very nicely.
