I believe the part in question is a crankcase vent.

Any combustion gases that leak past the piston rings end up in the crankcase. These combustion gases exit through this vent and pass into the air box to be combusted again.

You don't want to block it off as too much pressure in the crankcase can cause other issues such as oil leaks.
