If the wiper is stuck extended out then likely the internal mechanism that extends/retracts the wiper blade is seized or binding. Pretty common if it hasn't been serviced. The grease gets hard and and causes all kinds of problems, especially to the plastic gear. Best bet would be to remove the mono wiper assembly and clean the mechanism and grease/lubricate it.
