A qualified yes. At the top center of the FD is the fitting for the connection to the control pressure regulator. It opens to the top of the plunger. Try a bit of a penetrating solvent in that opening, and let sit for a day. Then, with a padded vessel to catch the plunger, apply air pressure to the opening. If the tea leaves are arranged just right, the plunger will come out.
