Smile 280ce flooding problem

1980 280CE AMG hasn't run in 20 years, drained tank, replaced fuel pump and filter, pumps way too much fuel into motor, have to disconnect fuel pump relay and full throttle to start, will only run at full throttle if I plug it back in, is there a fuel pressure regulator in this system or is it in the fuel distributer?? any ideas?

The fuel pressure regulator (FPR) is located in the fuel distributor (FD).
In both the iron and aluminum versions of the FD the regulator is at the left front of the lower section of the FD, though the style of the closing cap differs.
Although the FPR can be removed with the FD in place, given the time out of service, and the symptoms that you report, it may be worthwhile to remove the FD to insure that the metering plunger is free in its bore. If the metering plunger is stuck in the rich position the fuel flow will indeed be excessive.

thanks, removed the Fd and found the plunger stuck, can that plunger be removed safely without taking the FD apart?

A qualified yes. At the top center of the FD is the fitting for the connection to the control pressure regulator. It opens to the top of the plunger. Try a bit of a penetrating solvent in that opening, and let sit for a day. Then, with a padded vessel to catch the plunger, apply air pressure to the opening. If the tea leaves are arranged just right, the plunger will come out.
