Typical "can't pass the psych screening in police recruitment, become a professional ***hole bylaw enforcer instead" types. Here in Quebec it's a recognized personality type in minor officials.

Now the complainer cruises the streets, looking for anything. My neighbours warned me he was checking out my driveway last fall and one day when I was working on my wagon he kept driving by, then actually stopped, backed up then forward to have a better look at the parts car way back in the drive. Luckily my junk pile is hidden from view behind a privacy fence, so he would have to trespass to see it.

Apparently sometimes he drives with a video camera stuck out the window...
