7 bar is plenty of pressure to satisfy the low-pressure cutoff switch. If the system isn't starting I don't think it has anything to do with insufficient static pressure.

Not sure what you mean by 'hiding freon', the 7 bar static pressure and 13-14 bar running pressures sound totally normal to me. In a non-leaking system the total amount of refrigerant doesn't change, the percentage of the refrigerant in liquid vs gaseous state changes quite a bit.
