The 1970 model should have the "pull knob" to activate the flashers. If so then the flasher/relay is located in the center console. Most of the time you can open the "can" and clean up the internals. They are available but they are fairly pricey.

A common cause for a fault is an aftermarket stereo/alarm which has been installed incorrectly.
