I'm assuming the problem is that the idle speed is too high at approximately 1800 rpm. A common fault causing this condition is a failed OVP relay. If the lighted dashboard symbol for the ABS system does not go out shortly after starting the engine this is a fairly good indication that the OVP relay has failed.
