Have someone else drive the car slowly whilst you stand back a good safe distance whilst they apply the brake. Watch for any fore/aft movement compared to the other side in the wheel while stopping straight and in a turn.

My guess is that the tire got damaged/cut in the recent crash and is just showing the damage now. That looks like a heavy slice from a sharp object such as a fender well. It appears the shock is leaking in the picture.

Can you see any rub marks on other surfaces? Does the car sit level?
