My guess is that the tire got damaged/cut in the recent crash and is just showing the damage now. That looks like a heavy slice from a sharp object such as a fender well. It appears the shock is leaking in the picture.

Can you see any rub marks on other surfaces? Does the car sit level?

The work was done 4 months ago. I will check for rub marks tommorow morning.
