Many modern cars use PWM drivers for daytime running lights or indicators. LED's do NOT appreciate having their power turned on and off rapidly and will either strobe or flash. Given that the original bulbs lasted ~20 years, slap a set of incandescents in for a couple bucks and consider it job done.
