Old thread, but accurate info!

Just did this change on my North America 1979 SLC last night.

Basically, from the factory the fog lights are tied to the same fuse as the right side low beam light on fuse 19. There was an empty fuse slot in 15 for mine, so that is what I used to move the fog light supply to. The power supply leading into the fuse box on slots 15/16 is hot all the time, which is fine for our purposes as the switch doesn't close contact on the fogs unless it's at least in the 'parking lights' position.

TL;DR: Snip off the Grey wire with yellow strip and green spiral from the yellow wire on the 19 terminal, put a new ring terminal on it, attach it to slot 15 with a new screw and you're done. That's it. I'm using a 25 amp fuse because the fog lights have 130 watt Hella H3 bulbs in them.

BTW - in order to get the fuse block out, you ONLY need to remove the two screws in the block itself and then carefully pry it out. There's enough slack to get it out to work on it.
