Does the long bolt that holds the oil filter to the filter cap (middle bolt) use a washer between the filter housing cap and bolt?

My oil filter came with 2 brass(?) washers, one for the drain plug and one for what?? It's too small for the middle bolt. 1987 300td wagon, btw.
