There may be a better way that someone else can offer, but I simply push down the plate with one finger and spray with carburetor cleaner. Then I wipe everything as far down as I can with a clean shop towel. Using one finger you can even get underneath the throttle plate a little.

Sometimes this is necessary to keep it from getting sticky if it's really dirty.
