I assume that you are pushing on the end of the stalk toward the steering column.

If you are and nothing is happening, pull the connector from the pump on the bottom of the reservoir and use a test light while someone pushes the switch with ignition on. If there is no voltage, problem is the switch or associated circuitry, if there is voltage, problem is pump or hoses.
