Would be my first guess, but.....

The through-bolt (more like a pin) for the time chain slide may have been installed without sealer on it and will seep out right above the vac pump. If it's not the valve cover gasket, check that (might have to remove it just far enough to spray with carb cleaner, slop with perma 2 or ultra black RTV and re-install.)
