You need a pre-purchase inspection to figure out...

stuff that's not obvious that will have to be fixed to meet any state inspection, or just to get the car on the road. I bought a really nice stick 240 a year ago in Virginia for under $2k, but it required $1,500 worth of "safety" stuff before it could pass the one-time-only mandatory Maryland inspection. You need to factor in costs that will be immediate before you get to use the car before you know the car's "true" purchase price.
