The link on the wiper motor more than likely was put back on in the wrong position. OR if you "swear" it was put back on correctly, then possibly when you put it on, the motor was not in the parked position when the link was installed. The key to remembering this is that when the motor is parked and the wiper linkage is in the parked position, the link (that goes on the motor shaft) and the wiper linkage should be over each other.
On the delay wipers, it could be either the combination switch or the combination relay, the switch is a more common failure.
