First make sure the sensors were reattached to the control arms (THAT you should be able to do yourself if you want). If the adjusters DO move a little, the sensors probably are attached, but they could have them somehow connected wrong.
The dealer is most likely going to have to check the HRA control unit for fault codes, and barring any problem there, they may simply have to do an initiallization of the adjustment motors in the headlights, I have seen this before with body shop repairs.
