That was it! The fuses! The one for the instrument cluster was apparently a bit corroded, not enough that you would notice it, but just enough that it built up enough resistance so that the aforementioned items wouldn't work. Cleaning it solved the problem, and now I'm off to buy some new fuses. I'm going to replace them all. Thanks gang!
