Filters don't go bad, they trap dirt and plug...

Not changing the fuel filters could be neglect, but it's a benign neglect. Obviously, the Previous Owner didn't have fuel issues, and didn't feel the need to change the filter.

Fuel filters don't expire after a set time and they don't wear out from miles like tires. They trap dirt and eventually won't pass enough fuel.

There is no set amount miles at which they must be replaced, since they don't wear out. If the fuel has always been really clean, there is no dirt to trap and they could have an infinite life.

Change 'em if you want, but if there are no signs of fuel starvation, they might not need to be changed...
