Sounds high to me. They might be charging you $700 bucks for the condenser, or some such crazy price. Replacing the condenser, dryer, vacuuming, and charging shouldn't be more than about a two hour job, I'm thinking. The fans could be any number of things, but I wouldn't expect them to run with no charge in the a/c system.
