I don't recall, but I think it's riveted to the panel.
Forgot to add that you need to obviously unscrew and remove the door lock pull too.
Once you get the panel off, you can see how it's all put together and determine the source of the rattle.
There are tons of threads regarding MB quality, but interestingly enough, the target was for model years beyond '98 or so.
Your car and others of that era are regarded as one of the more solid units!
