Irregular idle on start up? Cold weather related?

Title sums it up best...
Seems like this problem has just started. I always warm up my car for about 10 min before I drive. Now I hear the revs accelerate for just a second or two than die down to the point it seems like the engine is struggling. Is this cold weather related?

Also...I once had a mechanic tell me to add around half a gallon of gasoline in the winter months to a full tank of diesel for easier starts..Anybody see any reason not to...In small amounts like .5 gl will it damage the IP?

I have the same issue when its cold, like under 32 F. Idle surges until fully warm.

I tried adjusting my rack damper bolt with no success. I'm interested to see if there are any other suggestions.

As far as adding RUG to the tank - I think the owners manual states up to 5% is OK. But dont quote me, hopefully someone else will confirm for me.

warming up your car is nice if you want it toasty warm inside, but if you can dont idle them from cold it loads them up horribly.

1981 240d (engine donor 1983 240d) recently rebuilt engine hurray! - No more.. fought a tree and the tree won.

pearl black 1983 240d 4speed (Converted!@$$%) atleast the tranny was rebuilt.
