I purchased a new VCV because the rubber elbow fell apart...Now I figure since I have over 100 bucks invested I may as well replace it after 238K

VCV R+R

Loosely affix the two Screws/Bolts holding the VCV to the IP
Open the "Throttle" linkage All The Way, and hold it so (An assistant helps)
rotate the VCV clockwise until tension/resistance is felt, tighten the Screws/Bolts

Let’s assume that I adjust my VCV and the vacuum reading is not 420+- mbar for my 602.962 engine. Can I rotate the VCF to fine tune it to the correct reading? In other words, can I adjust the maximum vacuum the transmission sees with this adjustment?

Testing and setting Vacuum Control Valve

Thanks!

Although the rubber elbow (which is only a vent for the vacuum system anyway) is NLA, there's a straight version available from MB. I suppose you don't really want to hear that, having purchased the entire VCV, but it might help another some day . . .

Micro-Tuning

Oldwolf,

You May Do Anything You Wish , It's Your Mercedes,

However, the Vacuum measurement specifications in the test, come with no
recommendations as to what action to take if Actual vacuum measurements
are out of specs.(I'm sure the Implied Action is to run down to the parts
counter and get a New VCV.)
["Mercedes, Repair by Intuition" should be the title of the FSM]

So,I know you're out there cranking your VCV back and forth in Micro-measurements (AND measuring the Vacuum).

Please let us know if your efforts have any beneficial effect.

I located this document and it pertains to the VCF and is somewhat interesting as it addresses what I was considering.
