617 IP install, filter tower on
Does anyone have first hand experience as a basis to comment or advise?
This appears to be a tough puzzle. The catch is the lower mount bracket, the IP goes on easy if the bracket isn't on the IP , if it is I'm not sure it is possible. With the bracket bolted onto the block first then getting the bolt started connecting the bracket to the IP looks impossible. Without a better idea I'll try: get a 13mm ratcheting box, bolt the bracket to the engine block, when the ip is in there use the ratcheding box to start the locking bolt.... adding friction by applying pressure on the bolt head/tool from behind with a screwdriver or what have you to get the ratchet action going. That job was even a bugger on my 616, I conscripted my wife with her small hands, dinner was late but it was worth it to get that job buttoned up.

You could try putting a bolt in from the other side with a nut on the side that the original bolt goes in. This way you only need to grip the nut as you tighten the bolt.

got it done
bought one of those new reversing ratcheting box wrenches sears sells, 8 sizes on two tools, two sizes per end.... used a small bit of duct tape across the bolt head, then pushed it into the tool, so the 13mm bolt head was snug so as to not fall out of the wrench
That allows presenting the bolt into the hole while holding the wrench from the side applied some force pushing it from the back with a appropriate object, happened to be a piece of sheet metal, just thick enough to wedge behind the bolt against the filter tower, that pushed the bolt in to place and gave the necessary friction to the ratcheting action would work before the bolt got engaged.....
