cam timing stretched

When I checked my timing chain elongation using the 2mm method, I came up with a value of 19 degrees BEFORE top dead center. The spec for my car is 11 degrees ATDC. The car runs, but not great. When I set IP timing to 24 degrees BTDC, the car crapped black smoke and had almost no power. Lining up th cam marks, the value is 7 degrees ATDC. what could account for such a discrepancy? The car is an 83 240d.

Ignore the cam marks.. read the ref in my signature..
cam marks not accurate enough for diagnosing anything.. only used upon initial build of the engine... 2mm movement correct procedure.

Disregarding the cam mark values for the moment, The 2mm value of 19 degrees BTDC is way off. I have performed the 2mm test successfully seven times. Three times I got 20-21 degrees BTDC probably due to the dial indicator shaft not being vertical. The last four times were today. All at 19BTDC. The issue as I see it is that my 2mm readings are in the other side of TDC from where they should be as I understand the maintenance manual value for the test to be 11 degrees ATDC.

Last year there was another member who was getting the BTDC readings. It turned out he was doing something wrong.
But, I can't remember exactly what it was.

If someone installed an offset Key the wrong way it could cause some issues.
