Well the lift can be rebuilt. So I'm going to start there. If that doesn't work. I'll try the MW pump.

Delivery valves or elements might be seized in the IP.

Simple test for IP element output:

1) disconnect glow plug harness
2) completely remove one injector hardline on the pump element you want to
test
3) have an assistant crank the engine for a few seconds.

Fuel should spew forth from the delivery valve.

The fountain height of diesel fuel should be about the same from each delivery valve.
