Eccentric bolt won't budge

I'm attempting an alignment.

Measuring the caster using the 20 degree turn method and spinning the guide rod, I've adjusted the caster to:
Left side : 4.6 (in) + 3.4 (out) = 8 deg.
Right side: 3.7 (in) + 4.4 (out) = 8.1 deg.

Now checking camber with wheels straight ahead, I get:
(Left) 1.5 degree negative
(Right) .5 degree negative

So, I set about loosening the eccentric bolt nut. 24mm socket on the breaker bar should do it, but it won't move. I even tried putting the jack under the breaker bar and started raising the car with the eccentric bolt nut. It isn't rusted or exceptionally dirty. Is there some trick to this other than giving $75 to a "professional"?

Edit: on my phone I missed the part where you had a jack on it. There is no secret to the adjustment. Loosen the nut, the bolt is supposed to turn. Buy good blades for the Sawzall.

Note that caster change affects camber in the same direction and vice versa. The FSM lists approximate amounts but it means that adding more camber will also add caster to your current settings.

My 84 & 85SD had 1 bolt each that was locked up and couldn't be removed easily as per the FSM. I ended up cutting them with a Sawzall. I was refubishing my suspension and had the spring removed.

For adjustments, I would use a cheater bar and force the issue. You can try spraying but it will be difficult to get into the area that is rusted. You have nothing to lose if it is out of adjustment. Your suspension also probably needs attention if it has been installed long enough to be that rusty.

I wouldn't hire a professional because they don't fix everything without running up a huge bill.

There's no visible rust, though I'm putting some penetrant on the nut and will try again. I know someone with an air compressor, and I'll see if I can find an impact gun. The local tool rental place has one if I can't find one some place else.

I'd love to renew the bushings, but that's more work than I want to deal with right now. I just want my tires to wear evenly.
What do you think about those numbers? Is it odd that one side has more camber turned in than turned out, and the other wheel is vice-versa?

And the solution was to put the breaker bar handle into the cup of the jack and put some pressure on it while rapping on it with a hammer. It didn't want to budge at first, but after a half-turn it started to come.
I think the LCA bushings will need to be replaced sooner than later. I can't seem to get the camber adjusted in. I can give it plenty MORE negative camber, but it doesn't want to come back to zero. I took some weight off the wheels and got another turn on the eccentric bolt, but I'm still off by 45'.
