Computer chip / rs

Two questions:

1) I bought a 94sl320 from a California owner. IM in Illinois.
A. Is there a chip I can put in my car to enhance peformance?
B. What else can I do to take out all the special, horse-power robbing mods which California cars have but keep within the rest of the countries smog requirements.

2) Is there any special sl320's Mine says "RS" in places. Is it a sl320 rs? Is that the same as all sl320's????
