Setting TDC After Rebuild M103

I am having problems setting TDC after my rebuild. It has come time for me to put the timing chain into the engine. I can set the cam to the proper spot but I do not know how to set the pistons to apsolute TDC. I put the lower timing chain cover on and put the harmonic dampner on with the timing marks on it. The problem is that the bracket for the sensor that marks the timing is adjustable so I can't figure out where TCD is exactly...only within 10 degrees or so.

What I tried doing was to use a dial indicator and measure when the rod bolts were at their apsolute lowest point. I was able to do this sucessfully but when I went to set the bracket on the front that marks the timing, it was off by about 15 degrees. Can someone enlighten me how to properly set the crank to the TDC position and take me through the basic timing chain installation to make sure it is aligned. Thankyou very much for your time.
