Both. As a foreign student, you have an A number. That and say a utility bill will show you are a resident.

Correct. Your A number plus utility bills. In my case they wanted six months worth at each purchase if I remember correctly.

Can a legal resident alien vote?

Looks like you might wish to avail yourself of the opportunity you offer to others.

Its at least the third or fourth time you have used his lack of citizenship as an argument against his thoughts... sounds like an attack to me.

As far as I know there is no requirement of us citizenship to post opinions here.

I support the right to bear arms but don't feel a large urge to join in here on that subject.

That's a different question. I know that certain parts of the Bill of Rights applies to foreigners and others not entitled to vote. I don't know whether that is true of the 2nd Amendment.

Of course the Bill of Rights applies to everyone in the country, probably even illegals, but definitely legals. If it didn't I'd be one of the first to leave. That's also partly why I was quite pissed about the original Patriot Act which clearly violated some of those rights, like the 4th and 6th amendments. Why do you think the Gitmo prison is where it is? If it were on real US soil they'd have to give all the rights to all the prisoners regardless of their citizenship. I think they still should.

I guess you could look at it that way, but I can't think of any modern democracy whose government all of a sudden decided to turn on its own people. Can you? I still say that guns won't do much against a strong, modern military, but I guess it's still better than throwing toilet paper, eh?

Nope. But I can think of several modern democracies that have devolved through dictatorship to oppression.

Which ones, and are you sure it was against people's wishes?
