He could have been wondering the past months why his new neighbors have this eyesore parked in the driveway that never moves. One day, he walks/drives by finally seeing whats underneath the cover. A car in pieces without a motor, and you taking another part off of it. You really don't think you're doing anything wrong? It seems you know that it is, and trying to hide it from the neighborhood so you don't get busted.

It was getting a motor but I guess thats considered "major work" to those people. Its being dealt with and I'm trying to get rid of the car as a whole as fast as possible.

none of the people in my line of site seem to have an issue with it, they even come over to lend a hand or ask to borrow my tools. Some prick from the other side of the subdivision with nothing else better to do is the one that has an issue.

If you see the "fat" guy with the clipboard again, take his picture, tell him that you're tired of him stalking you, call him a pervert, and tell him that you will make sure he gets on to the sexual offenders list.
That should give him some exercise.

I was president of the HOA for the town house community I used to live in. The main reason I joined the board was I got tired of selective and irregular HOA rule enforcement by past boards. i figured at least I would have more of a say that way.

The rules there stated you could do anything to your car as long as:

1. All tags and inspection stickers were up to date and visible - they actually make car covers with see-through spots for that sort of thing.
2. No cars left up on blocks over night - had to be on tires, tires had to be on the ground.
3. All oil spills had to be cleaned up by the owner - or the HOA would do it and send them a bill.

Simple rules made for easy enforcement. And even when someone had an obviously derelict car parked on the grounds, I would go to them personally and ask them to move it off the property. And when we did our walk throughs of the community, it was well advertised - and we talked to anybody who wanted to.

The nicest thing about being president was that I had someone come to a board meeting to complain about people working on their cars. I asked them if those people were violating any of the rules. At that point the complainer recognized me as the main "offender", and dropped the issue.

yea, I wish I had the rules so I could see the crap that I have to follow.

There might be a copy of the HOA rules and regulations in your closing documents. They might also be a matter of public record. If your community was built by someone large like Pulte-DelWebb, it seems like they publish some kind of public declaration around the end of the year which includes the rules and regs for each community; might find it on their website or on a govt website - cannot remember exactly what the report was called.

If all else fails, find out who heads up the HOA and ask to see the official file copy of the rules and regs.
