I may not have been clear. I think it wouldn't be that hard to not notice a body in the back seat of a mini van. With tinted windows its really hard to see in.

And it was not their job to check for bodies just to ticket illegally parked vehicles. People tend to concentrate on their responsibilities and not notice other things.

You must understand NYC to realize that this behavior would be perfectly normal there.

The police are nothing like any other that you have ever encountered.

That sounds more like something that would happen in DC . . . They don't get any revenue from discovering dead bodies . . . .
