I may not have been clear. I think it wouldn't be that hard to not notice a body in the back seat of a mini van. With tinted windows its really hard to see in.

And it was not their job to check for bodies just to ticket illegally parked vehicles. People tend to concentrate on their responsibilities and not notice other things.

What is surprising is hat nobody boosted the van as it was sitting there. Maybe a dead body is the best anti-theft device...

Seriously,

I have watched the Brownies at work, then zap the registration bar code with a scanner from ten feet away, print the ticket on a hand held printer and slap it on the windshield. They do this in maybe 20 seconds, and never go past the front of the car or look into it. Now once it started to smell, I am surprised that they did not notify the real NYPD to check it out.
