Because you live in close proximity to me and it can affect me. IOW, it is now my business. By my making a huge mess in my yard when the neighbor was selling his house, I affected my neighbor's resale value as surely as if I had run across and broken a couple of his windows or tossed paint on his siding or cut down his tree.

Legally, you're not, unless you consented to be "a hostage" by buying a home that has covenants, HOA rules and regs. Otherwise, you're only subject to local zoning, building and related codes.

Whatever I do may affect you, it's true. And your interests apparently trump mine. What I'm talking about is the absurdity of what people decide affects property values. A giant pile of manure is obviously not something people want to live next door to (and is taken care of by public health laws). A line of clothing or an orange mailbox is an absurd thing to care about. Property values are the excuse to exert power over the neighbors.

One of the perils of living in society. Just as your interest in the school system and me having to support it tho I have no kids trumps my interest to keep the money and spend it on myself.

The absurdity of the buyer is something to consider. Why do you think car dealers spend money cleaning the used cars and freshening them up? Do you think there is any reliability to be gained by a fresh smelling carpet or a dust free body? None of it affects drivability but yet given the choice, a clean car sells better than a dusty one.
