During Clinton's presidency, for the majority of it, he had a Republican or divided congress and Senate. When they were working on a bill that he had an interest in (and that most likely would include nearly all of them) he was able to influence a lot of them to be more beneficial to the people Clinton was interested in helping by threatening a veto unless certain provisions were included.
Unless there is a 60 vote majority in the senate a veto cannot be overriden and there is always the filibuster. If you don't understand this I cannot make it any more clear. ![]()
