You know, the cheapest and easiest solution would be to approach your neighbor and ask that he keep his cat off of your property.
If he apologizes no problem off of your back. Or are you afraid of confrontation?

A few sprays with a garden hose nozzle, full blast, ought to be enough to deter him. They are trainable.

Cats will do as they please unless your neighbor locks it up. An older cat used to roaming? I'd start with a squirt gun/super soaker full of water or a hose if its handy. Squirt gun/supersoaker full of vinegar would be next, and if the dumb animal still is dumb, an Airsoft pistol with biodegradeable BB's (yeah, stealthy).
I've got a local dog that likes to *rap in our dogless yard and we are at the airsoft sniper rifle stage. Of course, you could offer to get the beast fixed.

I had this same problem with my neighbor's cats. Pissing on my property, crying and in heat at night, etc.
I went to grocery store, purchased in bulk powered cayenne pepper. Dashed it in areas the cats would visit. They get it on their paws, lick their paws and are not a happy cat. They remember this and don't come and visit any more. ![]() .
