It's more than a bit of extrapolation going on with the quote you claim and the citation you added, I would say.

This whole "Soros" thing with the right wing reminds me of "Hate Week" in 1984. We are supposed to hate this man, yet none of these right wingers seem to be able to tell us why? WTF? and it is perfectly legal. If one looks into the man, one finds Adelson wants greater support for Israel and preferential treatment for the gambling industry. Soros wants to further the political ideas of the Social Democratic movement of Europe in the US. Fine with me. I'm a voter in the US, millions of other voters in the US think like I do, and we all think the US is a socially unjust country. Last time I looked at the COTUS, that was called "free speech".
