The testimony she intended to give to Issa's committee had nothing to with sex. She wanted to talk about her fellow Georgetown University student (a lesbian, if I recall correctly) who had medical needs that required contraceptives. Because the University's health plan does not include contraceptives, her friend went without and suffered consequences as a result.

That aside, you do understand that the most common forms of birth control cost the same no matter how often one has sex, right?
