The program allows YOU to design exactly what you wish and simply give it to the laser vendor. You get exactly what you designed.
The alternative is to attempt to verbally communicate what you want to the vendor and he tries to provide it. However, this approach is fraught with risk as verbal communication is a very poor medium for designing a brass plate that has quite a bit of personal choice in the design. You're now looking at several iterations of the final product which results in quite a bit of additional expense.
You can attempt to mitigate this expense by doing some iterations via fax, but, again, without some software to show exactly how you want the plate to appear, the result might be different than what you expected.
